Quick answer: A vendor compliance manual is the rulebook a retailer gives its suppliers, and when your brand sells suits into that retailer, the sections that touch the garment and its packing (labels, tickets, hangers, polybags, cartons and shipping papers) have to reach the factory as written lines on the order. Pull those sections out of the manual, write each as one line in the retailer's wording, agree in writing which ones the factory handles, and check them on the sample and the first packed cartons. Shi Yuan (Suit Factory) takes MTM from 1 and bulk from 50 per style for overseas tailor shops, MTM boutiques and private-label brands, not retail — send the relevant sections of the manual and your order details on WhatsApp.
A private-label suit brand that lands its first department-store or chain account usually receives a long PDF: the vendor compliance manual, sometimes called a supplier compliance guide or routing guide. It covers everything from electronic orders to how cartons are taped, and it comes with chargebacks for getting things wrong. Most of it is the brand's job. A part of it, the part that decides how each suit is labelled, ticketed, hung, bagged and packed, is done at the factory. If those pages stay in the brand's inbox, the first shipment arrives non-compliant and the chargeback lands on the brand.
What is in a vendor compliance manual, and which parts reach the factory?
Most manuals cover ordering and electronic data, ticketing and labelling, hangers and packaging, carton marking and labels, shipping and booking, quality and testing, and penalties. The brand handles ordering, data, booking and penalties with the retailer. The factory acts on what physically goes on, in or around the garment and the carton. The job is to split the manual along that line.
Manual sections and who acts on them
Labels: care, composition, origin and size labels — the factory sews, the brand approves content; send label content and placement.
Ticketing: tickets, barcodes and hangtags — often brand-supplied and attached at the factory; send ticket type, placement and who supplies.
Hangers: hanger type and size marker — the factory fits; send the hanger reference and source.
Polybags: bag type, warning text and closure — the factory packs; send the bag spec and warning wording.
Folding or hanging: pack method per style — the factory packs; send the method per style.
Cartons: carton type, mix rules, marks and labels — the factory packs and marks; send mix rules, mark layout and label source.
Paperwork: packing list and invoice fields — the factory drafts, the brand checks; send the field list from the manual.
Ordering, data, booking: orders, notices and routing — the brand's job; nothing goes to the factory.
Penalties: chargebacks — the brand's account, with who-pays terms agreed with the factory in writing.
Turning the manual into order lines
Write one line per rule, in the retailer's words, and link each to the topic it touches:
Labels: content and placement; see composition labels and origin marking.
Barcodes and tickets: see GTIN barcodes on hangtags and, if the retailer asks for tags with chips, RFID tag placement.
Hanging or folding: see hanger or fold packing.
Polybags: warning text and closure; see polybag warnings.
Cartons and paperwork: mark layout, mix rules and packing list fields; see packing lists and carton marks.
Supplier details on the order: see the supplier block on a PO.
Agree before the sample
For each line, write who supplies the material and who does the work. Tickets are often printed by a supplier the retailer names, then sent to the factory; hangers may come from a named hanger supplier too. Whether the factory sources an item or receives it from the brand is confirmed in writing on the thread before the sample, so nobody waits for tickets at packing time. Who pays if a chargeback traces back to packing belongs in the agreement; see private-label agreement clauses.
A worked note
"Brand ref A-12, retailer programme. Manual sections attached: labels, ticketing, hangers, polybags, cartons, packing list. Tickets printed by the retailer's named supplier, shipped by the brand to the factory. Hangers per manual, sourced by the factory, reference attached. Polybag warning wording per manual. One style, one colour per carton; mark layout and carton label per manual. Pack-out photos of the first cartons before sealing."

One finished suit with every label, ticket, hanger and bag, as it will reach the store.
One packed carton, opened: mix, folding or hanging, marks and carton label.

Photos of each, kept on the thread.
Factory QC against the sealed sample as usual; see QC before bulk. How an approved sample moves into a run is set out on our process page.
Which track fits a retailer programme?
MTM — from 1 piece: a single test garment for the brand's internal approval can be made, but retailer programmes run on graded sizes.
Bulk — from 50 per style: a retailer programme runs as bulk, with labels, tickets, hangers and packing fixed on the sealed sample and repeated through the run.
The sample takes 7–14 days; production takes 14–21 days after measurements, cloth and construction are locked. Production days are not delivery days. Bulk programmes are on our suit manufacturer China page.
