Can a Private-Label Suit Carry the Woolmark Logo?
Not on your own artwork without a licence. The Woolmark Company states that the Woolmark, Woolmark Blend and Wool Blend brands are used under licence from The Woolmark Company Pty Ltd. Its tickets and labels are for manufacturers licensed by TWC and/or its affiliates, and no changes to the ticket or label design are allowed without TWC approval (Woolmark brand guidelines). Using "100% wool" on a fibre label and using the Woolmark logo are two different things.

The same page says the Woolmark logo may be used together with sub-brands on a retailer's or brand's own tickets and labels, within those licensing rules. Contact your local TWC office about requirements.
What is the difference between a fibre statement and the Woolmark logo?
A fibre statement such as "100% wool" is required content under the labelling law of your market. In the US that is the Wool Products Labeling Act, covered in required info on wool suits. The Woolmark logo is a licensed certification mark on top of that. A suit can carry a correct wool fibre label with no Woolmark logo at all.
How should a private-label buyer brief this before sample?
- Say in writing whether your label artwork includes any certification mark. If it does not, say that too
- If you want the Woolmark logo, start with TWC and your licensed cloth or garment partners. On this site Shi Yuan Suit Factory does not claim a Woolmark licence
- Keep the fibre content line accurate to the mill's statement, whatever you decide about logos
- Lock the final label artwork with the sample, so bulk labels match what was approved
