The 5% Fiber Label Rule for Private-Label Suits (US TFPIA)

For US-sold private-label suits, fiber present in less than 5% of total fiber weight generally must not be called out by generic name on the Textile Fiber Products Identification Act (TFPIA) label. Under 16 CFR §303.3, that fiber is designated as “other fiber” (or “other fibers” in aggregate), unless it has a clearly established functional significance—for example 96% Acetate / 4% Spandex (16 CFR §303.3; Part 303).

Fibers at 5% or more are listed by generic name and percentage by weight in order of predominance (16 CFR §303.16). Shi Yuan is not FTC-certified; this post explains what buyers should put in writing for labels we sew.

What is the 5% threshold in practice?

SituationTypical label approach under §303.3 / §303.16
Fiber < 5% without functional significanceDo not use the generic name; use “other fiber” / “other fibers”
Fiber < 5% with clear functional significanceMay disclose (rule’s example: 96% Acetate 4% Spandex)
Fiber ≥ 5%Generic name + % by weight, in order of predominance
Buyer actionSend exact fiber strings for the garment label before sample

Fiber < 5% without functional significance: do not use the generic name; use “other fiber” / “other fibers”
Fiber < 5% with clear functional significance: may disclose (rule’s example: 96% Acetate 4% Spandex)
Fiber ≥ 5%: generic name + % by weight, in order of predominance
Buyer action: send exact fiber strings for the garment label before sample

How does this differ from wool-specific rules?

Wool products also fall under the Wool Products Labeling Act rules in Part 300. Use a separate brief when the program is wool-labelled; do not mix TFPIA and wool Act copy in one vague chat message.

When must fiber strings be final?

Before sample confirmation. Sample 7–14 days after measurements and fabric confirmation; production 14–21 days after sealed-sample approval. Bulk OEM from 50; MTM from 1.

"We print or sew the fiber content string you approve in writing. If a percentage is not on the label brief, it is not part of the bulk spec from 50." — Shi Yuan Suit Factory (statement built from published factory policy)

FAQ

What is the US TFPIA 5% fiber label rule?

Under 16 CFR §303.3, fiber present in less than 5% of total fiber weight shall not be designated by generic name and is shown as “other fiber” or “other fibers,” unless it has a clearly established functional significance (example in the rule: 96% Acetate 4% Spandex).

Does Shi Yuan claim FTC certification for fiber labels?

No. We sew the fiber content strings you approve in writing for US sale. Confirm compliance with your counsel or labelling advisor.

When should private-label buyers lock fiber label copy?

Before sample confirmation. Sample takes 7–14 days after measurements and fabric are confirmed; bulk from 50 follows the sealed sample and written label brief.
